Tracey will be discussing industry trends in advanced

manufacturing and data centers - including incentive



Larry is considered one of the premier site location consultants and will be laying out the relationships between the California and (San Diego Cali-Baja Region) and the countries of Canada and Mexico.  This presentation will surround the opportunities over different industry types on the winning and losing business attraction strategies.

Jim Winter – Presentation will be on moving from the decision maker role to the seller (our roll) as he transitions from a global Alcoa Corporate Real Estate position to the head of Cresa Commercial Real Estate working with their network to better serve the industry - The trade will be examined from both perspectives and you will benefit from his candid insight.


Matthew Koon Coming from Asia, Matthew travels extensively on project locations and has some great perspective on attracting investment from China as well as promoting trade and investments with the country.  How does California fit into the world mix?  What types of industries are growing that will affect California’s future and how can our audience use this information better and work with similar service providers.


Kathy Mussio – incentives come up regularly when retaining or attracting deals and businesses Kathy is an industry expert in the site selection and incentive negotiation business. Focus will be on the critical issue in our competitive issues and changing market.

Tracey Hyatt Bosman 

Managing Director
Biggins, Lacy,  Shapiro & Company 

Tracey Hyatt Bosman is an experienced economic developer, having worked at both the county and state levels.  Prior to joining Biggins Lacy Shapiro & Company, she was Director, Strategic Consulting with Grubb & Ellis specializing in Business Location Services, assisting companies in finding the optimal location for new or expanding operations. Her specialties include incentives negotiation, global strategic business planning, and market analysis.

Working with an economic development organization in the Chicago area, Tracey was Vice President of Policy and Operations for Lake County Partners. Her state-level experience was earned at the South Carolina Department of Commerce, where she worked as Senior Manager of Prospect Activities and as Manager, International Trade Development for North and Latin American markets.  In her work as an economic developer, she worked with world-class companies from all sectors and was intimately involved with their site selection processes, including incentives negotiations, labor market research and business cost analysis.

Tracey is an active speaker and writer.  Recent speaking engagements include the Site Selectors Guild Forum (New Orleans), Southern Economic Development Council (Chicago), the Mid-America Economic Development Council Annual Conference (Chicago), Invest Québec Annual Meeting (Montreal), Ohio Electric Cooperative and Buckeye Power Members Economic Development Session (Columbus, OH), and the South Carolina Economic Developers' Association Advanced Symposium (Columbia, SC)

Tracey earned her Masters in International Business Studies, as well as her B.A. from the University of South Carolina. 


Larry Gigerich

Managing Director

Larry Gigerich is a nationally recognized economic development leader with over 20 years of local and state government, not-for-profit and private sector experience. Prior to the founding of Ginovus in 2002, Larry worked in a variety of economic development settings, including Deputy Director of Business Development for the Indiana Department of Commerce, Senior Advisor to the Mayor of the City of Indianapolis for Economic Development and Workforce Development and President of Indianapolis Economic Development Corporation.

Larry has worked on approximately 500 economic development projects resulting in over $10 billion of capital investment, the creation of over 80,000 new jobs and the retention of over 160,000 existing jobs. Named by Governing Magazine as one of the nation's best economic development officials, Larry is a regular speaker and panelist at national site selection conferences and events.


Kathy Mussio 

Managing Partner
Atlas Insight, LLC

Kathy has over 22 years of combined experience as a management, incentive and site selection consultant.  She is widely considered an industry expert in the site selection and incentive negotiation business.   Her consulting career has focused on securing incentives for various projects as well as helping site selection clients to select optimal locations for expansion projects. 

Kathy has conducted successful negotiations for some of the world's largest corporations.  While the majority of Atlas' clients are companies in the Fortune 500, athy has also assisted small to mid-sized companies with projects in various industries.  Kathy has an expertise in working on highly complex real estate development projects, including working with New Markets Tax Credits, Brownfield Tax Credits and various other land use entitlements.

Kathy is a reliable opinion source for trade publications and AP stories and has been a frequent guest of state governments to assist with development of strategic plans to attract business investment.  Kathy has also written numerous expert articles for regional and national publications.

Before co-founding and becoming Managing Partner at Atlas Insight, Kathy was a Regional Practice Leader in the Business Location Incentive and Site Selection group at BDO.

Mark A. Beattie

Mark A. Beattie
Hickey & Associates, LLC

Mr. Beattie has over thirty five years of experience working in the corporate sector managing real estate, facilities, purchasing and staff management operations. He has extensive experience in long-range strategic planning for the acquisition, usage and disposition of domestic and international real estate assets, site selection and public incentives management.  

He has worked for a number of industrial manufacturing companies including the last 30 years at 3M Company (retired 2009), a US based, multinational company with 800+ locations worldwide and over 60 million square feet of manufacturing, warehouse/distribution, R&D and office space. 

Mr. Beattie has been an active member of CoreNet Global and the Industrial Asset Management Council (IAMC). He has served on the Board of Directors for IDRC (now CoreNet), the Executive Board of the Metro East Development Partnership in St. Paul, MN, and the advisory board of the Minnesota Real Estate Journal. He currently serves as President & Board Chair for The Light Factory: Contemporary Museum of Photography and Film in Charlotte, NC and on the Board of Directors of the Myers Park City Homes Home Owners Association.    


Matthew Koon

Tractus Asia Unlimited


Mr. Koon is based in Tractus Asia’s Shanghai office where he manages consulting projects and oversees the  company’s business incubator clients. In his previous  work, he has advised clients on market entry strategies, investment decisions, and government policies, regulations, and incentives. His areas of expertise include site selection, market research, site-selection, logistics analysis, and GIS analysis. Recent project work include:

* Led missions to China for the governor’s Washington, Arizona, and Nebraska. Mission arrangements included meetings with top government officials and leading companies, MOU negotiations, match-making, event planning, logistics, and security coordination.

* Working with the International Finance Corporation and World Bank to attract Chinese companies to invest in Bangladeshi economic developments zones. Work included meeting with Chinese investors, site survey work in Bangladesh, coordinating meetings, and negotiations.

* Working with Universities and Research institutions from Washington, Arizona, and Nebraska on Governor’s diplomatic missions to arrange meetings and advise on MOUs.

* Leading and executing trade missions in China and Myanmar for clients including the US Chamber of Commerce, Washington State Department of Commerce, Arizona Commerce Authority, Nebraska Department of Economic Development, and Empire State Development.

* China representative for Washington State Department of Commerce. Activities included representing the state at Ambassador Locke’s Investment attraction forum, presenting about the state at domestic and international events


Prior to joining Tractus, Mr. Koon worked as managing director for a consulting firm where he conducted business intelligence and due diligence for Fortune 100 and 1000, clients on subjects ranging from logistics to foreign direct investment in second tier cities. He has authored and edited a number of publications for organizations such as UNESCO and the Chinese Federation of Logistics and Purchasing. Mr. Koon holds a M.A. and certificate in Trade, Transportation, and Logistics from the Jackson School of International Studies at University of Washington. He has lived and worked in India, Pakistan, China, Taiwan, Thailand and the United States. He speaks English and Mandarin.
